Windows mail could not be started

"Windows mail could not be started. Initialize junk filtering. Your
computer may out of memory or your disk is full. (0x80070002). And a second
message "MSOE.DLL"
I use McAfee. I purchased my DELL computer in May of 2007 with Vista and I
have never had any problems with Windows Mail until now. Thanks!!!!!!

McAfee antivirus is among the top three troublemakers for Windows Mail.
First of all, turn off email scanning in McAfee, although that is seldom sufficient.

If the problem continues, the only way you can prove or disprove that
McAfee is the culprit is to uninstall it, followed by using their debris removal tool:
http://service.mcafee.com/FAQDocument.aspx?id=107083&lc=1033

If you decide to replace McAfee, we can recommend a free antivirus
program which is more compatible with Windows Mail:

Instead of switching to a different antivirus, another option is to upgrade
to Windows Live Mail (WLM), which is more resistant to the adverse effects
of overly intrusive antivirus products: http://get.live.com/wlmail/overview

Even with WLM, you must disable email scanning in the antivirus,
for the reason explained here:
http://thundercloud.net/infoave/tutorials/email-scanning/index.htm

1/2 years.

The "Same Problem" is very seldom the same problem, there are almost always
subtle differences and these differences can have a large impact on which
cure to suggest. If you're getting an error message(s), please post them so
we can have a look.

Norton Antivirus 2008 (and earlier) is among the top three troublemakers
for Windows Mail. Symptoms often don't surface until several months have
gone by, or until an update occurs.
First, be sure to disable its email scanning, for the reason explained here:
http://thundercloud.net/infoave/tutorials/email-scanning/index.htm

Several users here have reported that Symantec will give you a free
upgrade to Norton Antivirus 2009, which cures the problem. If interested,
contact Symantec via online chat.

In a worst case scenario, you may have to uninstall Norton, followed by
using their debris removal tool:

Instead of uninstalling your antivirus, another option is to upgrade to
Windows Live Mail, which is more resistant to the adverse effects of overly
intrusive antivirus products: http://download.live.com/wlmail

I have done everything suggested and My Microsoft OUtlook will stil not let
me email from email links...
"Windows Mail could not be started. The application was unable to open the
Windows Mail message store. Your Windows Mailbox data is currently being
used by another program, such as a virus scanner. Close the program or wait
for it to complete its operation, then open Windows Mail again. (0x800C0155)..
then when I close that box... :Windows Mail could not be started because
MSOE.DLL could not be initialized."
I have had this problem for YEARS now, I have removed and purchased
differendt Virus programs.. nothing works....

Which program do you want to use to reply to email links, Microsoft Outlook
or Windows Mail?
They are totally different mail programs.
Please clarify.

OK thanks, you need to ensure that Outlook as all its defaults set.

Go to default programs, either from the start menu or in Control
Panel>Set your default programs>wait for the list of programs to
populate>select Outlook and ensure that it is set as default for all
its protocols

Also while in the Default Programs, click on "Set program
access and computer defaults." Select Custom, and
then select Outlook & Click OK.
