when i start up my computer windows mail automatically starts up. it
instantly show a message
" Windows Mail could not be started. Initialize junk filtering. your
computer may be out of memory or disk is full. (0x80004005)" then i click ok
and this message pops up
" Windows mail could not be started because MSOE.DLL could not be
initialized."

I have been reading and doing examples to get it to shut off. i am using
windows live mail now and it is much better, but now i want to get ride of
this initial startup phase. What do I do?

Windows Mail should not be starting by itself.
Have you looked in the Startup folder (under Start/ All Programs)?
