Import Windows Mail emails into Office Outlook 2007

I can't get into Windows Mail, and I get the following messages:
Windows mail could not be started. Initialize junk filtering. Your
computer may out of memory or your disk is full. (0x80070002). Windows
Mail could not be started because MSOE.DLL could not be initialized. I
decided to use Outlook 2007 for email instead so I set it up and was able to
import the Contacts but could not get the emails because it apparently must
open Windows Mail to do that. How can I get the emails into Outlook?
Earlier I uninstalled my security program but was still not able to get into
Windows Mail.
