WinXP SP3 (Phone & Modem Options) - Reinstall?

WinXP SP3 continually updated.

When I go to the Control Panel / Phone and Modem Options / Advanced Tab

There is a blank space before the list of providers that I'm not able to
delete.

How it got there is unknown.

This appears to be affecting my ability to dial contacts via Outlook 2007.

Is there a way for me to re-install just the Phone and Modem Options in
WinXP?

Try booting in Safe Mode and seeing if you can delete it. If not, you
may have to manually remove the blank entry from the registry.
