Fax service in WinXP/Server2k3

I am trying to set up fax service in Server 2k3 for the WinXP clients in one
of our offices. I tried faxing our other office and get an error msg: "The
telephone line quality is poor, and the fax cannot be transmitted correctly."
I've tried putting my cell number in there, and it rings and starts trying
to establish a connection, but of course can't (connect with a cell phone
that's been manually answered).

I opened up the 'Phone and Modem Options | Modem Properties | Advanced
Settings for COM3' in Control panel and adjusted the transmit buffer in the
FIFO buffer settings window, and still was receiving the error message.

Are there any ways to force the modem to transmit data in such a situation?
(It's a "U.S. Robotics V.92 Fax Win Int" modem with driver version 5.0.0.170
plugged into a WinServ2k3 box with Toshiba WinXP SP2 TabletPCs connecting to
it)

The modem works fine (at least the incoming circuitry), we have been
receiving for months with no major problems, but are just trying to expand
our faxing options. Every once in a while we have the same problem when
trying to receive, but it is very rare.

Is this a problem that is software related (i.e. WinXP/Server2k3), hardware
related (i.e. modem problem), or a phone company issue?

I'm checking for modem updates now, but doubt that it is the issue.
Hopefully I'm wrong.

you may have to much noise on the line probably inside either your office or
the other office. Have you tried faxing to a different number. have the line
checked for noise. you may need a noise filter on it. Or you may have to
have the line moved within your building to keep it away from noise maiking
equipment.
