PHONE & MODEM OPTIONS IN CONTROL PANEL

HELP -

cannot access phone & modem options in control panel. when
I click on Icon the message is PHONE & MODEM PANEL CANNOT
BE OPENED.

The same thing has just happened to me after upgrading to
XP2. I have a crosspost so I hope someone will respond to
my plea as well.
