Location Information in Phone and Modem Options missing

When I go into my phone and modem options a box opens labeled Location
Information. The first dropdown is "What Country/Region are you in now?"
This dropdown is blank and is causing problems in my outlook contact list.

Can anyone tell me why the country/region dropdown is blank?

Here are two things to try.

Transparent drop-down Menu and disappearing menu text:
