Phone and Modem Options Problem - Empty Country List

I am running into a serious problem with the "Phone and Modem Options"
setting in the Control Panel. As I am setting a dialing rule for the first
time, the "Location Information" dialog pops up, where I am supposed to enter
information about my current location. In this dialog, I shpuld enter my
country/region, my current area code, a carrier code and a number to access
an outside line.

The problem is that the "Country/Region" drop down is completely empty. So,
I am unable to select a country. Even if I set the rest of the information,
when I press OK I get a message dialog called "Missing Information" saying
that I have to select the country I am calling from.

This problem leads to the very annoying side effect that I am unable to
change phone numbers of my contacts in Outlook. Because everytime I try to
change any contact, I get the same dialog and I get stuck at this point.

I already tried to reinstall my modem drivers and I tried to run "sfc
/scannow". None of them solved the problem.

I checked the registry and the key
"HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Telephony\Country
List" in fact contains the list of countries with the specific dialing rules,
so this doesn't seem to be the root cause of the problem either.

Please help me to solve this issue. Any help is greatly appreciated.

By the way, I am using Windows XP SP2 on a Dell Precision M70 mobile
workstation (modem model: Conexant D110 MDC V.92).

Did you ever figure this problem out? I am having the same issues. Can you

Hi,

Actually, I never found a solution for this problem. But I managed to find a
workaround. Using a machine that works fine (i.e. one which does not have
this problem), I went with RegEdit into the
"HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Telephony\Locations"
key and copied the whole "Location1" subkey. Then I merged it into my
registry.

The country list problem is still there, but at least now I can edit my
Outlook contacts normally. Since I don't really use a modem these days, it
was enough for me so far.

Thanks, I will give it a try...I don't use a modem either, but I am not able
to add/change phone numbers in outlook without it.
