I downloaded the TweakUI Powertoy Setup file but
everytime I try to run it I get the message Not a Valid
WIN32 application. I download it several time but got
the same problem ... anybody know what might be the
problem.

Make sure you got the correct files. Go here for Home

TweakUI - if you have installed XP SP1
http://www.microsoft.com/windowsxp/pro/downloads/powertoys.asp

If you have not installed SP1, that will not work: the earlier version
can be found at
http://download.microsoft.com/download/whistler/Install/2/WXP/EN-US/TweakUiPowertoySetup.exe
