Validation Fails IE 7 Beta

I am trying to install IE 7 Beta on my Windows XP machine. When I attempt to
do this, it sends me to
http://www.microsoft.com/genuine/do...en&sGuid=2a41e1d7-c4fa-4afe-a3d9-e1da85ffa8c8
and I get the following
Validation Incomplete: Unable to Perform Validation[0x80080299]

Why did it not validate?
You have encountered an unknown error. Please contact your local product
support team for further assistance with this issue.

If I go to
http://www.microsoft.com/resources/howtotell/ww/windows/default.mspx
and try to validate it is successful

Windows Product Key is valid.

What is the problem with the IE 7 install? Is the version on the CD
actually for Vista?

If you are a bona-fide (authorized) beta tester for IE 7, you should post your
inquiry in the appropriate IE 7 beta newsgroup. Otherwise, uninstall IE 7 beta.

The install I am trying to do is from the October Technet CD. Why is it on
the CD if it can not be installed?

There is if you are an approved beta tester. The instructions

Ok, maybe they got a group up. For awhile, It was not up and running
and we referred to microsoft.public.ie.beta group
