Trouble with usb mass storage device

I'm having trouble getting windows XP home to assign a
drive letter to my usb 2.0 flash drive or an external hard
drive when I plug it in. Windows finds the drive and says
it has found new hardware and installs it. When I go to My
Computer there is no new drive listed. Device manager
shows the device installed and working properly but I
can't find it anywhere to access it. If I restart the
computer with it still pluged in Windows finds it and
assigns a drive letter and it lists it My Computer and I
can access it.
Also if I plug in the device and then remove it and I
restart the computer it won't shut down and I have to
reboot it to get it going again.
Anybody have any ideas?
The computer is an ABIT KR7AR MB and I'm using a PCI
USB 2.0 add on. The proccessor is an ATHALON 1800 XP.

First, un install it and start over.
After inital installation, restart computer before
anything else.
Never, Never unplug the external drive without using
the"safety to remove" icon on your task bar or shut down
the computer befpre un plugging.
