USB card reader won't assign drive letters

I have a USB mass storage device card reader connected to the internal usb
ports on the mother board. I am now having the same problem on two desktop
computers. The drives are not being assigned drive letters. If I go to
device manager they are installed correctly. If I go to disk management the
drives are present but with no drive letters. When trying to assign a drive
letter they are rejected and I am told to restart and they will then
work.......but it doesn't. In the past when I have had this problem I would
go to device manager, uninstall the mass storage device, remove it
internally, restart, shut down, plug the usb port back in and restart. It
would re-assign drive letters (H, I, J, K) and again work properly. This
procedure no longer works. I have tried completely removing all drivers for
this device, removed all Universal Serial Bus Controllers, went through a
reinstall. It still comes up as a successful install but no drive letters
..... as if they are invisable drives. I have tried doing clearing the
restore registry and tried doing the procedure in safe mode. Still no luck.
This has me really stumped. Any help appreciated.

I would also like to mention that I have tried fixing the problem by
removing the lower lettered drives (cd-rom, dvd, etc.) and then do a fresh
install of the usb device thinking that it would be chosen first and given a
lower drive letter but it still installs with no letters assigned.

After days of trial and much error I have finally found the problem from
another web page http://www.uwe-sieber.de/usbdlm_e.html
This took care of it....

"There are reports that a more or less failed installation of the
Daemen-Tools V4 makes XP fail assingning drive letters to new drives.
It's suggested then to uninstall the tools and to delete some files in
System32\Drivers: sptd.sys, secdrv.sys, sptd.sys, sptdNNNN.sys (NNNN =
numbers). " Thanks Uwe!
