Programs won't run

Whenever I try to run anything on my laptop(aol, internet explorer, etc) they
won't run.
When I try to restart the laptop then all the programs will open, but the
laptop is shutting down at that point.
FYI, I'm working on a different computer to send this.

What about non-internet (non-browser) applications? Any problem running your word processor program, normal user app, etc.?
