Offline pop up

I received your answer, but I am getting these annoying
pop ups when I am offline, not even connected to the
internet. I have a pop up stopped installed, I have a
bug doctor installed, I have tried spybot, but am still
getting these annoying pop ups, please help.

Go to Start, choose scttings, then conrorl panel. When
the control panel opens choose Administrative Tools. Then
choose Services. Go down the list and find Messneger.
Right click on Messenger and choose Properties. Under the
general tab about halfway down you will see Startup type,
that has a dropdown window. Click on the dropdown window
and choose Disabled. Close all those windows and you
should stop receiving those popups.
