2 pop ups Work Offline & Connect

I recently fixed the DSL connection problem by reinstalling TCP/IP protocols
and win 2000. Since then these two pop ups keep coming up. How can I disable
these?? I was suggested to log in as a new user, but I don't know how to do
it. Somebody set up my name as a single user and no other user names are
registered on my PC.

Pop-up window 1 shows:
No connection to the Internet is currently available. To view Internet
content has been saved on your computer, click Work Offline. Click Try Again
to attempt to connect

Pop-up window 2 shows:
The Web page you requested is not available offline. To view this page,
click Connect.

Make sure that Never dial... is set in your Connections tab?
