Missing Icons and task bar at startup

I was in the process of installing Norton Internet Security and ended up
shutting down my pc during the Norton's "Quick Scan" process. When I
restarted my pc all my icons were gone and i could not access my taskbar. I
tried Ctrl+alt+del and can see many processes that are running. When I try
to run a new task i get this message "This file does not have a program
associated with it for performing this action. Create an association in the
Folder Options control panel." I have tried running in safe mode but all i
get is a black screen.

Kelly,

How can I use this tool since I cannot access Add/Remove Programs? When I
log into windows all i get is my wallpaper. No access control panel since
the taskbar is gone along with all my desktop icons.

Hi,

You don't need Add or Remove. Download the tool to disk, pen or CD.

As for getting places, use the WinLogo Key +R for the run command
WinLogo Key +E for Explorer to
run the CD, etc
Ctrl/Alt/Delete - File/Task New-
Explorer.exe
Many more.....
