Language bar isn't working!

I'm trying to get the language bar to appear, but when I go to "Regional and
Language options," and get to "Text Services and Input Languages", the
"Language Bar" preferences isn't working... here's a picture.

When you install Office, it appears.
(If installed, go to Word Help menu, and "Detect and Repair")
