Language Bar missing -REGULAR MICROSOFT BUG!

Hello,

I have the following problem:

Win XP HOME Ed, SP2, fresh installation, new PC!

Afer I turned off(close) the Language bar(Quick Launch bar), I can no find
it and restore it in my taskbar any more!!
(when I right click on Task bar >Toolbars > 'Language bar' is checked).

I tried the following from microsoft description:

To Show the Language Bar
To show the Language bar (using Classic view in Control Panel):

1. Click Start, click Control Panel, and then double-click Regional and
Language Options.
2. On the Languages tab, under Text services and input languages, click
Details.
3. Under Preferences, click Language Bar.
4. Select the Show the Language bar on the desktop check box.

Problem is that Language Bar button (in Preferences) is INACTIVE.
How to restore Laguage bar in taskbar???

It’s looks a new regular Windows bug. Is there microsoft patch to fix
problem? Now i need make all efforts correct windows bug.. Yes, we know that
microsoft like deceive customers and palm off buggy software..

What i pay for??
Does microsoft disclaim this bug? Why?

Restrict selection of Windows menus and dialogs language

Do not display any custom toolbars in the taskbar

Uff, I solve problem. There was another reason:

Control Panel > Regional and Language Options > Languages page - click Details
But first on Advanced page I need *uncheck* 'Turn off Advanced Text
facilities': it must be *not* checked,
then Apply, then on the main page click 'Language Bar' and enable it.

So, I was a hurry a little, its not a microsoft bug, sorry.

Anyway, thank you for help.
