Need help installing language bar

I am running XP Pro. When I proceed through the following instructions...

To Show the Language Bar
To show the Language bar (using Classic view in Control Panel): 1. Click
Start, click Control Panel, and then double-click Regional and Language
Options.
2. On the Languages tab, under Text services and input languages, click
Details.
3. Under Preferences, click Language Bar.
4. Select the Show the Language bar on the desktop check box.

....and I get to step 3, language bar is not highlighted in the details
screen, so I cannot click on it. I am not sure what else to do as I was not
able to find any other documents in the Windows knowledgebase about this
problem.

Install Office, or run setup add/remove for Office (change button), and install it.
