Language Bar is missing

Hello, recently my Windows XP SP2 Home Edition computer (fully updated
through Windows Update) has been unable to show the language toolbar on the
taskbar. When I check the Control Panel settings for Text Services and Input
Languages, the checkbox is selected for "Turn off Advanced Text Services" and
after unselecting it and clicking on Apply, nothing happens and the settings
menu will show the box as checked if opened up again. Also, the toolbar
listing shown when right-clicking the taskbar does not include the Language
Bar whatsoever. The computer suddenly stopped showing the language bar after
a system restart, and no new programs were installed in that session either.

I also had the same problem.
But I went to Control Panel to Regional and Language Options, under the
Languages tab, click into Text Services and Input Languages Details....
unclick System Configuration "Turn off advanced text services".

I hope this helps.
