Language bar replicates

My language bar icon occasionally jumps to a different part of the taskbar
upon startup, even though the taskbar is locked. Then when I open other
programs their icons get squeezed into a small area on the taskbar as a
group. Every time this happens I do a right click on the taskbar and find
that in the toolbars section, the language bar appears at least 3 times. I
can fix it by closing the extra language bars and move the toolbars around on
the taskbar, but it's a hassle having to do this all the time.

I've installed Japanese and Chinese languages. My laptop runs on Win XP and
I've got all the Windows updates. Any ideas? Thanks.

"Regional and Language settings" applet in control panel, Language Tab, Details button, Preferences, Language Bar button

There might be some setting for multiple languages. I've not tried it.
