Language Bar Doesn't Show on Desktop/Taskbar

Hi i clicked preferences in regional & language options and checked show
language bar both in taskbar and i believe desktop if merory serves me
language bar not showing in either place language bar is checked in taskbar.
I have winxp home edition, installed ms speech engine 4.0 and lernout &
hauspie truevoice 1.5, lernout & hauspie tts3000 also installed sapi 4.0 and
panel. i have read ms.com stuff re this as well as many links nothing tell me
how to get language bar to display in taskbar etc. i am so frustrated is this
problem resolvable? pls no puter blood & guts stuff i am only intelligent
puter user. Thank You
