Language bar turns off automatically

XP Pro, using the Japanese ONLY (English) input bar which turns itself off
gradually by removing the icons in the bar and then the bar entirely
dissppears.
Sometimes when i execute a program, the bar disappears i later realise, for
example, Word 2002, IE6...

I am at a loss why the bar disappears!
Please help.

This is what i have done:
Control Panel:
*Regional and Language Settings | Languages Tab | Supplemental Language
Support | install files for complex script... un checked. INstall files for
East Asian Languages (checked and greyed out).
*Regional and Language Settings | Languages Tab | Details button |...
....Text Services and Input Langauges | Settings Tab | Default input language
is Japanese MS IME Stand. 2002 v8.1
....Text Services and Input Langauges | Settings Tab | Preferences Language
bar button | All the top three checkboxes are checked. Text labels not
checked.
*Regional and Language Settings | Languages Tab | Advanced Tab |
Compatibility Configuration is checked on.
System Config is checked off.

*Regional and Language Settings | Advanced Tab | Langauge for non-unicode
programs is Japanese with code pages default selected below.

It's been happening for a while now and it has become so annoying, it needs
to be fixed!

Yes, it does gradually disappear.
The workaround I use is to right-click it and select "adjust position."
