Chinese Language is a virus

The previous user on my PC used to be a Chinese that was so bad in English,
he sup all the language settings to chinese. Now I can't get rid of them.
This is prevalent in
Windows XP,
Office 2003
Sophos Antivirus
Adobe Acrobat reader.
Funny enough, I de-installed all these programs and took pains to avoid
anything Asian upon re-installing, but still the fonts-(and
fontsize)selection in Office is still in chinese characters rathr than
Western characters, the sophos update has no western characters at all.
I cannot switch the ASian language off in Office for once. HOw can I do that?
Then, I have removed all languages in the language bar
(control panel -- language settings -- languages -- details) except English
(keyboard). After restarting, the Chinese is back.
I even turned off advanced text settings in the advanced bar.
If I go to
control panel -- language settings -- languages -- supplemental language
support, the 'install fiels for East Asian languages' button is checked but
gray - inactivated. I cannot uncheck that. How can that be? How can I
reactivate thet?
Wold that help getting rid of the 'Chinese Language - Virus'.

Please refrain from using the term "virus" to descrivbe your problem.

You say previous user. Is this a used computer or is this a PC provided by your workplace ?

uhm, ja, sorry. Annoyance would fir it more.
It is astonishing though that the problem is persistent to all my tries to
eradicate it.
How do I switch language to English only (note: Windows XP was
clean-installed in English!). And, yes, it is a workplace shared PC. WE have
one administrator login (we usually refrain from using it to be less
vulnurable to internet attacks) but even from that account I cannot change
any languege settings.
Any ideas?
