Language Bar

Can anyone tell me how to turn ON (it is gray now) the language bar

Start/Settings/Control Panel/Regional and Language Options
Language tab/Details button/Language Bar button here is gray!!

Hi George,

Is the 'Show the Language Bar on the Desktop' option checked, or is this
greyed out?
