installing dvd burner

i have installed a dvd burner i have tried moving jumpers, but pc wont
boot up when it does it stay's on for about 15 sec then just shuts off?
ps is 250w could that be problem. any help would be appreciated

If this is the second device on an IDE cable, check to see if the first
device is jumpered as Master - if so set the DVD as Slave, and vice versa.
If the first device is Jumpered as Cable Select [CS] try setting DVD to CS;
if this fails set first device as Master and DVD as slave.
