DVD Burner Speed Problem

I bought a brand new dvd burner. I bought a high speed type so I could
read/burn faster. I set it to burn at 16X (maximum) in the program, yet it
takes FOREVER. I have the same DVD burner on another PC and it will read a
DVD in about 10 minutes. The new one is taking about 40 minutes to read the
same disk.

Can someone suggest what I might do to speed it up?

Check that DMA is enabled on that connection
hardware/device manager/IDE ATA/Atapi controllers

Peter: I'm sorry that I'm not very mechanical, but in the computer where the
DVD runs fast, I have extra primary and secondary IDE channels. Plus,
there's something that's called an ATI IDE Controller. In the other PC where
the DVD runs slow, there is no ATI IDE Controller. Also, when looking at the
Primary IDE Channels in the fast computer, it's marked with DMA if available
as Transfer Mode and Not Applicable for Current Transfer Mode. On the other
PC, the Primary IDE Channels are marked as using DMA if available as Transfer
Mode, but PIO as current transfer mode. I can find no way to change that.
