installation failure - corrupt file

from update CD doing new install I get window telling me
file c:\$win_nt$.~ls\i386\asms\1000
\msft\windows\gdiplus\gdiplus.cat is corrupt. It contains
all zeros. No recourse but to uninstall and go back to
windows 98. I also tried from update CD doing update and
get window telling me a component's file does not match
the verification information present in the component
manifest. Any help appreciated...
