Hard drive replaced.

I had to reinstall Windows XP on a new hard disk for my
daughter. It will not let me activate windows. It states
that it has already been activated once.

Don't take any crap. Be nice ,but forceful. Ask for a
supervisor if you have a problem. Ask for their name.

Call (800) 426-9400, and explain the situation.

It should give you an 800 number to call. Just do so and explain
what you've done. It's quick and easy.
