Faulty WinXP HELP & SUPPORT

The first time my problem happened, it was fixed by installing SP2.
However it is now BACK. In WinXP's Help & Support, there Is often a
blue underlined phrase : 'Related Topics' at the bottom of the right
side pane. Normally when that is clicked, a box with a few topics
opens. Clicking on one of those topics causes another page to open -
i.e. they are (hyper?)links. I no longer get acces to the boxes with
the various topic links. Instead, I get a box 'Connect to' inviting me
to go on-line, or at other times for every click on Related Topics, an
icon of a scratch-pad appears a paragraph higher up. Since SP2 is
already loaded, and a reloading of it does not fix the problem, what
can I do now ?

Thanks Mark. I don't really understand "create an exception for the sit

http://sa.windows.com." I did not find that URL in the list unde
sites, so I did what I could to add it, but when I checked later, i
did not appear to be there, but I may have missed it as the list i
very long. Anyway, there was no improvement afterwards.
I posted this question to another board and was referred to an articl
by Microsoft which outlines (even with graphics) the exact problem I a
experiencing. But their patches only work for WinXP either with onl
SP1, or no SP at all - NOT for SP2.
I do all my experimentation on a hard-drive that is a clone of m
'original', and having tried various methods on it (thus 'polluting it
with failed attempts) I did eventually get the required result - th
'Related Topics' once more gave drop down lists that are links t
further information. But I can not determine which combination of th
strategies I tried produced the desired result. So the answer i
tantalisingly close, but still hidden from me.

You might have security in place. I would create an exception for th
site
http://sa.windows.com.
IE, tools menu, options, security tab, Internet, "sites' button.

Mark, my perseverance has already paid off - when I had another look
where 'run gpedit.msc' lead, I found that StartUp lacked the files
EnableHhctrl.reg & EnableHhctrl.bat. Once I added those, the problem
had disappeared !
Thanks anyway.
