Is the Help Center Index also missing? (when you click the Index button at
the top). Try this command from Start/Run

regsvr32 /u hhctrl.ocx
then, regsvr32 hhctrl.ocx

If that does not work, post the contents of this registry key:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet Explorer\ActiveX
Compatibility\{ADB880A6-D8FF-11CF-9377-00AA003B7A11}

All,

The fix Ramesh listed below should work on Windows XP SP1 and pre-SP1 OS's.

However if SP2 is installed, the following must be done to fix the problem
(because the problem is with the permissions of the local machine policy):

Depending upon whether the machine has internet settings controlled by the
user or by the machine (in my case it is the machine), open the registry and
navigate to the following and make the appropriate changes:

User:

My
Computer\HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet
Settings\Zones\0

and change the following:

1200 Hex Value 10000

Change to 0

1201 Hex Value 3

Change to 1

Machine:

My
Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Internet
Settings\Zones\0

and change the following:

1200 Hex Value 10000

Change to 0

1201 Hex Value 3

Change to 1
