repair dysfunctional Help in WinXP

When the hyperlinks of Related Topics in WinXP's Help & Support ar
clicked
they neither show a dropdown list, nor trigger a differen
window.
Instead, an internet connection box may be triggered;
or icons resembling a notepad result in a line higher up - an
accumulate.

To try and remedy this,
1. I have re-installed in Repair mode from a CD of slipstreame
WinXP/SP2;
[Repair, so that I would keep my old settings, data & 3rd part
software.]
I could NOT confine the repair to Help & Support.
2. I have reinstalled Help & Support from PCHealth.inf
3. I have checked recommended registry settings - they were as the
should be.
but none of this corrects the problem.
The first time it occurred, the installation of SP2 corrected it,
but now it's back and irrversible so far.
What else can I try
