Error sending E-mail with Windows Vista and Windoes Mail

I can receive e-mail, but get the following error when I try to send. I
recently downloaded/installed Norton 360.

An unknown error has occurred. Subject 'E-Mail TEST', Account:
'mail.charter.net', Server: 'mail.charter.net', Protocol: SMTP, Server
Response: '421 charter.net connection refused from [75.215.34.235]', Port:
25, Secure(SSL): No, Server Error: 421, Error Number: 0x800CCC67

after uninstalling (piece of sh!t product) Norton 360,
I still can not send e-mail. I still receive:

Hi Grburris,

0x800CCC67 = SMTP_421_NOT_AVAILABLE = Command not available.

Your SMTP server name is correct. It most likely is Norton causing the
problem. You should uninstall it as a test. Read the "First" section
in this tutorial for more details on this.

Translating the error message for you, Charter is refusing the SMTP
connection because you are connecting from a 'foreign' (to them)
network, Verizon Wireless.
Call Verizon Wireless tech support and ask them for the name
and login parameters for their SMTP server, then substitute that
information for the Charter SMTP entries in your Windows Mail
account. Do not change any of the receiving entries.

Mail.charter.net is not a valid mail server as of Oct. 2007. please use
pop.charter.net for your incomming mail and smtp.charter.net for the out
going mail.

Then why is Charter still publicizing "mail.charter.net" as the correct

Not that I'm surprised. Cable companies are notoriously inept when it
comes to Internet matters.

The reason the SMTP server is refusing your connection is because
your connection is coming through Verizon. Charter's SMTP server
will only accept connections coming from the Charter network.
Unfortunately, Charter (like Comcast) being a cable company, is way
behind the times when it comes to offering accommodations for
travelers.

As a quick fix, do your sending through webmail, or get a free
account with Gmail and use the Gmail SMTP server when traveling.

Yesterday I sent out mail and today I cannot send nor delete the mail???? I
have vista as well
