Cannot send or receive email

I cannot send or receive email, unless I am at home on my wireless network
there it works perfectly anyplace else and i get this messgae!

An unknown error has occurred. Subject '', Account: 'mail.charter.net',
Server: 'mail.charter.net', Protocol: SMTP, Server Response: '421 charter.net
connection refused from [12.183.163.2]', Port: 25, Secure(SSL): No, Server
Error: 421, Error Number: 0x800CCC67

Can anyone help??

That's because Charter won't let a user on another network (AT&T in your
case) use the Charter email server.
If Charter has an authenticated server (but it doesn't appear to) then use
that to send.
Or, use the SMTP server of whatever network you're connected to.
Or, get a Gmail account, and use their authenticated server to send.

What you are experiencing is normal. For a fuller explanation see

As a general rule, the owner of the SMTP server must match the
entity providing your Internet connection at that moment.

The available workarounds are as follows:

1. Use webmail for sending (via your browser).
2. Ask your home ISP if they have a port other than '25' for SMTP. I don't think
Charter does. Cable companies are very bad about accommodating travelers.
3. If you frequently send from multiple locations, get a free Gmail account,
configure it for POP access, and use it for your sending chores.
Gmail uses port 465 for SMTP, which is not blocked like port 25 is.
