I can not send emails unless I am home. I can received emails but can not send.
I changed the port from 25 to 421 but that didn't fix it.

The connection to the server has failed. Subject 'ok', Account:
'mail.charter.net', Server: 'mail.charter.net', Protocol: SMTP, Port: 421,
Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

Check here to see if Charter allows port 421, or requires some other
change along with it:

Cable companies seldom allow you to send outgoing mail through any
port other than port 25, even though connections to port 25 are often
blocked if they start through some other internet provider's equipment.

You might try entering the outgoing mail using webmail instead.

Thank you. I don't see where they talk about port on the link. I guess I will
use webmail...Thank you

I am curious why you changed the port to 421. Charter does not support
port 421. In fact, they are very traveler-unfriendly by not supporting any
non-25 SMTP port. Your only options for sending while away from home
is to use webmail, or get a Gmail account. Gmail's SMTP server uses
port 465 which is not blocked.
