After months of working fine, suddenly received the following messages:

The connection to the server has failed. Subject 'Balance due on account',
Account: 'Windows Mail', Server: 'mail.charter.net', Protocol: SMTP, Port:
25, Secure(SSL): Yes, Socket Error: 10061, Error Number: 0x800CCC0E

The connection to the server has failed. Account: 'Windows Mail', Server:
'mail.charter.net', Protocol: POP3, Port: 995, Secure(SSL): Yes, Socket
Error: 10060, Error Number: 0x800CCC0E

Does anyone know what I need to do?

Go to Tools, Accounts, select that account, Properties, Advanced,
change port 995 to port 110, which should also clear the unwanted
SSL option for the incoming server.
Also clear the unwanted SSL option from the outgoing (SMTP) server.
Click OK.

Look at your second error message again. It clearly documents your use
of port 995 instead of port 110. If you get an error message with port 110,
please post it.

I think while messing around with the configuration it was changed to 995 and
then back to 110. Either way I still get the same message. Here is the
current error message, in addition to the one about "balance due on account":

The connection to the server has failed. Account: 'Windows Mail', Server:
'pop.charter.net', Protocol: POP3, Port: 110, Secure(SSL): No, Socket Error:
10061, Error Number: 0x800CCC0E

Server connection failure on port 110 is usually caused by interference
from an antivirus program. Which antivirus are you running?
As a minimum, email scanning in the antivirus should be turned off,
although that may not be sufficient to eliminate all bad effects.
In a worst case scenario, your antivirus may need to be uninstalled.

Email scanning in any antivirus should be disabled, for reasons
explained here:
http://thundercloud.net/infoave/tutorials/email-scanning/index.htm

If no improvement after disabling email scanning, consider upgrading
to Windows Live Mail, because it is less prone to suffering bad effects
from overly intrusive antivirus programs:

You didn't find the Account name unusual?

And all this time I thought it was the name on the account, i.a. sinner, in
my case.

The account name is only cosmetic. I has no functional significance.

That depends on what you mean by "name on the account".
It is important too distinguish between

(a) the account name (cosmetic)
(Tools, Accounts, select the account, Properties, General tab, first box)

(b) the name you want recipients to see when they receive a message from
you (also cosmetic)
(Tools, Accounts, select the account, Properties, General tab, second box)

(c) the username which is used for login to the mail server
(Tools, Accounts, select the account, Properties, Servers, E-mail username)

And which of the items listed below do you think the server would deal with?
I believe, in this case, the Account name and the Username are synonymous.

You can believe whatever you want but unless you have supernatural powers
Windows Mail will do what it does. You also can have the "Mail Account" name
(at the top of the General tab) as the user name.

Probably the confusion is that Windows Mail and the older OE do not ask for
a Mail Account name when an account is created. When an account is created
by the Add button of the Accounts box, the incoming server name is used for
the Mail Account name. The Mail Account name can always be changed after the
account is created and the Mail Account name is for your use to make the
accounts easier to recognize by you.

The server doesn't care about the two items I labeled cosmetic, (a) and (b).
However, the server must receive the correct username, item (c).

It would not be correct to say that Username and Account name are synonymous.
To avoid confusion, you should use the descriptive labels used by Windows Mail.
