I can receive e-mail but i can't SEND

I haven't had any problems with Windows Mail since I got my new computer in
February. I am running Vista Home Premium.
Early Sunday morning I could send e-mail, but then in the afternoon I
couldn't.
The Error Message I get is:
An unknown error has occurred. Subject 'Re: hello ladies!', Account:
'mail.charter.net', Server: 'mail.charter.net', Protocol: SMTP, Server
Response: '421 Service not available', Port: 25, Secure(SSL): No, Server
Error: 421, Error Number: 0x800CCC67
I have called my ISP, everything is set right. I even went to the lengths of
calling Microsoft (they wanted me to pay $59!), Gateway, and the Geek Squad.
No one could help me.

Gary....I have called Charter, and they said everything is good on their end.
We checked the incoming and outgoing mail server names, and all was cool.
Should I call them back and tell them that I cannot send e-mail because it
says their server is down?

Ask Charter why their SMTP server is telling you "Service not available".
They may need to re-provision your mail account on their server.
If they can't or won't fix it from their end, all you can do is either send via
webmail or get an alternate SMTP server, such as through a Gmail account.

Charter incoming mail server: pop.charter.net
Charter outgoing mail server: smtp.charter.net

Gary...what i dont get is that i can send e-mail through outlook on my
laptop (WinXP) using the same connection as my desktop.
I called Charter last night, amd they said there is nothing wrong with their
server. I can send e-mail through Charter Webmail, just not through Windows
Mail. Charter told me I need to call Microsoft and ask them to help. Well, I
am not paying Microsoft $59 plus tax to tell me whats wrong.
I have a gmail account. how do i go about usaing that account with windows
mail?

I know that Colton. That is exactly what I have everything set to. That is
the first thing I checked. Not that it could change on its own anyways.

I have had the same settings since forever.
and then all of a sudden, windows mail stopped working.
I even installed Windows LIVE Mail, and the same thing happens.
I am unable to disable Windows Mail in the Add/Remove Programs thing also.
I have tried all of the possible fixes that need to be installed, in fact I
already have it.
I have tried creating a new Window Mail Storage Folder and that didn't work
either.
I am stumped on what else to do in short of reformatting my entire computer.
I have so many things installed and programmed on my computer, I wouldn't
know where to start to get them all back.
Like I said in my original post, I could send mail early Sunday morning
(12/14/08), but in the afternoon I couldn't. I was extremely tired that
morning, as I just got home from work at 4 am. Maybe I did something to cause
this problem? If I did, I have the slightest idea what it is.
I have checked everything, over and over again, and it is all copesetic with
what Charter.net says it's supposed to be.

Are you sure that you have it set to the right server?

To use your GMail account, follow the guide Google provides
(http://mail.google.com/support/bin/answer.py?hl=en&answer=13273).

desktop and laptop are both in the same location and using the same internet
connection. I have to unplug the USB going to my desktop and then plug in the
Ethernet going to my laptop, then unplug the power cord from modem and
restart the connection in order to use the laptop.
I CAN send e-mail from Outlook (WinXP) on the laptop. But it's a really
really slow laptop!!
ok...i set up a gmail account, apparently i didnt have one. though i did.
sent a test email to my charter.net account and it went through!!
yeasterday i was on the phone with Charter for an hour, they told me after
bein gon hold for 45 minutes, that I should wait about 30 minutes and
everything should be working fine. And well it wasn't.
I came across, in a search, a forum of sorts of people talking about how
this happens to them a lot, and it usually fixes itself in about a week.
Maybe I have hope yet?!?!?

Good to hear that sending via your Gmail account was successful.

I don't have a good explanation for why your XP laptop can send via
Charter, yet your Vista desktop can not.
