cannot send email in windows mail (another one)

I have windows mail. Vista
I get the following message.
An unknown error has occurred. Subject '', Account: 'pop.charter.net',
Server: 'smtp.charter.net', Protocol: SMTP, Server Response: '421 charter.net
connection refused from [24.199.11.146]', Port: 25, Secure(SSL): Yes, Server
Error: 421, Error Number: 0x800CCC67

Can you please help?

The error message indicates you are connecting from IP address
24.199.11.146. That IP belongs to a west.biz.rr.com account.
Charter does not allow you to use the Charter SMTP server while
connecting through a service from a different company.

I have the same issue. I've had the problem before and I know that it is in
fact a client based problem. I resolved the issue last time by reinstalling
Vista and all my programs and files - it took a weekend to do and I lost some
important data.

Error number: 0x800CCC67

Is there any other solution to this problem?

The problem is definitely at the server level. It is not clear to me whether
the problem is with *your* mail server (more likely), or with the recipient's
mail server (less likely). If you get the same error message regardless of
which recipient you are sending to, then it is definitely the mail server on
your end. Contact tech support for that SMTP server, and explain the
problem to them. Make sure you haven't exceeded your allowed storage
space on the server.

The problem exists for all recipients so therefore it is from my side.
I have spoken with support from my mail provider they do not have a server
problem the guy I spoke remembers me from the last time this happened and of
course suggested I resolve it as I did previously.

What client problems could cause this?

Was the same problem resolved previously? If so, how?

Did you do what I suggested, connect to the server via webmail,
and make sure you haven't exceeded your disk storage quota?
Do some housekeeping while there, delete anything you don't need,
then empty the trash folder.
