Can recieve mail but not send it.

We recently changed out internet provider and after some trial and error i
got the windows mail to let us log on and njow it recieves new mesages but we
can't send any out, the error i get is- An unknown error has occurred.
Subject 'hey', Account: 'pop.charter.net', Server: 'smtp.charter.net',
Protocol: SMTP, Server Response: '421 charter.net connection refused from
[69.179.32.230]', Port: 25, Secure(SSL): No, Server Error: 421, Error Number:
0x800CCC67 help?

Are you away from home? The IP address in the error message indicates you're
connected to CenturyTel, not Charter, so Charter is refusing to let you send
thru their server.
Charter doesn't appear to have an authenticated server, and only offer
webmail as an alternative.

Or, is CenturyTel your new ISP? If so, use their server.

I am having the same trouble. I haven't changed anything however.
It just started. I can send regular messages, but can not reply or send
anything but text. Who has the answers to help us out?
