Can receive email, but cannot send

I am able to receive emails, but I'm having problems sending emails. I keep
getting the following error message:

An unknown error has occurred. Account: 'pop.charter.net', Server:
'smtp.charter.net', Protocol: SMTP, Server Response: '421 Service not
available', Port: 25, Secure(SSL): No, Server Error: 421, Error Number:
0x800CCC67

Thanks, Dave. I've emailed Charter to ask about the "black list" issue.
Other than that, I'm at a loss as to what is happening. Charter allows me to
send from its remote charter.net email link, but I strike out when I try to
send using my Microsoft Mail email application.

If you (or anyone else) has any other insight, please feel free to share.
Your help is much appreciated. :)

I notice you didn't respond to Dave's comment "perhaps you're
connected to a network other than Charter."

When you got that error message, was your Internet connection being
obtained from a source other than Charter? That would certainly explain
what is happening. Like most cable companies, Charter is very poor
about accommodating the email needs of travelers.

Hi, Gary. My internet connection was from Charter. And, I'm still
encountering the same problems. Any advice?

Since that server error message ("421 Service not available") is coming
directly from Charter, only Charter can fix it. We have eliminated all
the other possibilities.
