Can't send from Windows mail

I am trying to send using a wireless air card. I receive mail fine. If I lod
on to Charter and go thru that website's email, it will send, just not thru
windows mail. I get the following message:

An unknown error has occurred. Subject 'Re: Fw: Confucious Say', Account:
'pop.charter.net', Server: 'smtp.charter.net', Protocol: SMTP, Server
Response: '421 charter.net connection refused from [68.246.69.189]', Port:
25, Secure(SSL): No, Server Error: 421, Error Number: 0x800CCC67

That's because Charter won't let a user on another network (Sprint PCS in
your
case) use the Charter email server.
If Charter has an authenticated server (but it doesn't appear to) then use
that to send.
Or, use the SMTP server of whatever network you're connected to.
Or, get a Gmail account, and use their authenticated server to send.
