Detected new PCI device

I have windows 2000 Pro. I recently re-installed my modem
drivers after re-formatting my HD. I then had trouble
getting the modem to operate properly. I took direction
from USR as follows:

The modem is not installed properly. From the Control
Panel, go into the Systems folder, and go to the Device
Manager tab, or go to the Hardware tab, and click the
Device Manager button. Uninstall or remove all devices
under the Modems section, as well as any
that may appear under Other Devices. Restart the
computer, and the computer should automatically detect the
modem, and attempt to install drivers for it.

After I did that, the computer detected the modem, but now
it is always detecting it when I re-boot.

Can anyone help?

If I had to make a guess, there is still a "hidden" instance of the
modem in device manager. Open device manager and toggle show hidden. You
will probably have to remove all instances and then try installing it again.
