Cant start up windows mail

Contacts fail to load.

Windows Mail could not be started. The application was unable to initalize
the Windows contacts. Your computer may be out of memory or your dick is
full. (0x8000FFFF)

Windows Mail could not be started because MSOE.DLL could not be intialized.

Try this:

Open the Default Programs applet, which you can access either from
the Start menu or via the Control Panel, then click the first item:
"Set your default programs."
After a few seconds, a list of programs comes up. Click on "Windows
Contacts". If it doesn't respond with "This program has all its defaults"
then fix it by clicking on the option indicated by the first green arrow.

Nothing works. This is what happens. I Even tried to do the WLM. it doesnt
work either. Still getting simalar messages. When i open WML it downloads my
E-Mails form sever and doesnt allow me to read them because Contacts or some
other BS is not working.

Close Windows Mail and Windows Live Mail.
Navigate to C:\Users\YourName\
Then right-click on the Contacts folder and select Properties. Go to
the Location tab. What does it show for location?
Double-click on the Contacts folder. Does it open and show you
the contacts?

C:\Users\Owner and no I cant see any contacts when I click on them.
I should tell you last week I installed a second hard drive. Just as storage.
I had moved all my pictures and music to the new drive.
I was going to move the contacts folder so I mad a copy of it just in case
something happen to it. Well gues what. I may have lost the origanal folder
for contacts. The one I have now may be the copy.

Well, if the Contacts folder is empty then you may not even have a copy
of your contacts there.

What about the first part of my question, regarding Properties, Location?

The folder is there in C:\Users\Owner
Ther is no location tab in the properties
When I open the floder all the contacts are there in a list. I can see them
and the addresses. But when I click on a contact it gives me this message--
An error occurred hile attempting to open the address book file.

It is troubling that the location tab is missing from the properties of
that Contacts folder. Sounds like Vista is not recognizing the folder type.
Try this:
Open the Contacts folder so you can see all the contacts. Right-click
somewhere in the empty white space to the far right. Select "Customize
This Folder", click the little triangle, and from the dropdown list select
Contacts, then click OK. Did that help?

If not, are you able to do a System Restore to a day prior to when this
trouble started?

If not, you may need to do a repair re-install of Vista:

I tried repair and nothing. also everything you mentioned. My only other
solutions is re- install vista.

Not sure which "repair" you are referring to, but re-installing Vista
should take care of the problem. I always do a fresh install of
Windows every two years or so, because Windows tends to get
bogged down gradually over time.
