contacts fail to load

I recently got a new Acer Desktop computer and am trying to set up my email.
My new computer has Windows Vista Home basic, and I use Trend Micro internet
security.

I used to have windows XP and had my shaw email account connected to Outlook
Express. So I am trying to do that now on this new computer but Outlook has
changed to Windows mail.

The very first time I tried to open Windows mail, I got this message:
"contacts failed to load" so I hit ok then I got this: "the application was
unable to initalize the windows contacts,your computer may be out of memory
our our disk is full (0x80070005)" so I hit ok again, and then i got this:
"windows mail could not be started because msoe.dll could not be initalized."

I am not sure what the problem is because I am just doing the inital setup
so why would i even have contacts for it to load??
Please Help!!!
