Can't see Scroll Bar in some pages (ex. Yahoo, Hotmail)

I can't see the scroll bar in some pages, why is that.
For example, in my e-mail page, hotmail, I canto see all
the list, same in yahoo, and somepages.
 
How are your page borders configured? Right click on your
desktop and then click the properties\appearance tab-
advanced button and then click the arrow for the drop down
list under "item" and then click "active window border"
and then make sure that on your setup selections to the
right of the line there is at least a 1 in there. Then
look down the list and click scrollbar and make sure that
it is set at around 14-18. Keep smiling.
