can't get access to internet options.

In Internet Explorer 6.0, when I choose, Tools\Internet
options\, I get message: This operation has been
canceled due to restrictions in effect on this computer.
Please contact your system administrator.
1 I am the administrator and this is an administrator
account.
2 Spybot with immunize is running.
I'm not sure what to do. Thanks for any help.

To unlock the Internet Options, follow these steps:
1. Quit all instances of Internet Explorer
2. Open Regedit.exe, navigate to this branch:

[HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\
Restrictions]

3. Delete the "NoBrowserOptions" Binary value

4. Close Registry Editor, restart IE.

You need to fix your registry:

1) Restores the missing Tabs in IE (usually spyware related)
2) Unlocks the grayed-out Home Page section
3) Removes the Administrator message in Internet Options

After that, download Ad-Aware from here:
http://lavasoft.element5.com/support/download/
Install, UPDATE and run.
You may need to reboot and run again to clean all the nasties that cannot be
deleted at once ("in use").

Even if Ad-Aware and SpyBot S&D are similar, they do clean different things.
You should have both of them and use REGULARLY.

You can also install "preventive" software that will help you control these
nasties:

SpywareBlaster:

Avoids malicious Active X installs.
Advantage: no system resources used!!!
Just download, install and UPDATE.

SpywareGuard:
http://www.javacoolsoftware.com/spywareguard.html
Monitors for attempts to install malicious software.

All of them extremely useful but you must keep them UPDATED.

It is probably Spybot that has done it. Read the end of this standard
post.

Use Regedit.exe and search for NoBrowserOptions and remove it.
It is most likely to be here (but not necessarily)
HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet
Explorer\Restrictions
If you are unfamiliar with Regedit, then ensure you know how to
restore your Registry in case of error and it is a good to export any
key before deleting.

Check the startup (Start-Run-MSCONFIG-Startup tab) for any unknown
items if it is reset on reboot.

You might try this snippet from Mike Burgess first if you use SpyBot:
'Did you by chance run SpyBot's Immunize feature?
If so, you can unlock by unchecking the option to "Protect IE Control
Panel" '
