Can't Access Internet Options

I'm using Interner Explorer 6.0 on my home computer. When I try to access the Internet Options on the Tools menu, I get an error message that reads: "This operation has been cancelled due to restrictions on this computer. Please contact your system administrator." I don't know what I could have done to cause this. How do I fix it?

You may need to fix your registry:

http://mvps.org/winhelp2002/RepairTabs.reg
1) Restores the missing Tabs in IE (usually spyware related)
2) Unlocks the grayed-out Home Page section
3) Removes the Administrator message in Internet Options

Download, right click it and select merge.
