Can't Access Internet Options

I get the error message: "This operation has been
cancelled due to restrictions in effect on this computer.
Please contact your system administrator." whenever I try
to access the Internet Options on the Tools method. I'm
running IE 6.0 on my home computer. Someone suggested it
may be due to my also running Spybot S&D. If so, does
anyone know how I can remedy this situation either through
IE or Spybot, or can anyone suggest a different cause for
this message.

Do you have administrator privileges on your computer?
Log in as administrator and see if you have the same problem.

I am the administrator on my computer. I'm also the only
user with no other accounts. Any other ideas? Anyone.....

I have responded twice to tell you how to fix it and the answer is
still the same.

Use Regedit.exe and search for NoBrowserOptions and remove it.
It is most likely to be here (but not necessarily)
HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet
Explorer\Restrictions
If you are unfamiliar with Regedit, then ensure you know how to
restore your Registry in case of error and it is a good to export any
key before deleting.

Check the startup (Start-Run-MSCONFIG-Startup tab) for any unknown
items if it is reset on reboot.

You might try this snippet from Mike Burgess first if you use SpyBot:
'Did you by chance run SpyBot's Immunize feature?
If so, you can unlock by unchecking the option to "Protect IE Control
Panel" '

Alan, first let me say that I didn't see a prior response
from you to my query. Having said that, let me now thank
you for your advice. The cause was, in fact, in the Spybot
Immunize dialog box. I didn't need to edit the registry.
