Can't access Internet Options

When I go to Tools/Internet Options I get the following
message: "This operation has been cancelled due to
restrictions in effect on this computer. Please contact
your system administrator".
This message has started appearing after I installed
Spybot - Search & Destroy. I have since uninstall this
program.
I am running a home pc on a LAN of 2 pcs, and I am
supposed to be the system administrator... clearly without
much competency.
Can anyone help?

When I go to 'Tools' 'Internet Options' I get the following error:

If you have SpyBot S & D installed, go to SpyBot - Search and Destroy
Immunize, and UNcheck the "Lock IE Control Panel..." box.

If you have troubles with your browser not having all the controls in the
expected places download and run this .reg file.

If the Spybot suggestion fails, try following:• Clk Start: Run: enter regedit Clk Edit tab @ top: clk Find: enter NoBrowserOptions ( 1st letter ea word Cap and no spaces ) Found exact phrase and WE DELETED IT Good Luck
