Can't Access Internet Options

Went to "Tools" and "Internet Options" on my Explorer 6.0
and got this message - "This operation has been cancelled
due to restrictions on this computer. Please contact
your system administrator" - I don't have a system
administrator and this function worked a few weeks ago.

So what do you think?

This restriction can also be caused by spyware. Update your spyware program and
check your system on a regular basis.

If you are running Spybot already, open in Advanced Mode and check this:
Click on Immunize and uncheck the option "Lock IE control panel...." (Under
"Recommended miscellaneous protections" section) - old version 1.2
Exit Spybot and restart IE

Re-enable Internet Options:
